The good news is that the Seal of Biliteracy has already been established statewide! SealofBiliteracy.org
This website includes a series of extremely helpful tools and steps to implement the Seal in your school, including sample documents and best practices from other districts that have successfully done so. It will walk you through how to determine criteria for awards, develop outreach strategies and an application process, how to award students, and how to spread the word about these important projects.
See http://sealofbiliteracy.org/steps for more information!
Meanwhile, there is often funding and support available to jumpstart implementation of World Language Credits in a school system.
